The Newfoundland and Labrador Provincial Nominee Program is designed for skilled immigrants and their families to come and live and work in Newfoundland and Labrador. Those invited must assist and further establish the Newfoundland and Labrador economy.

Express Entry Skilled Worker
Express Entry is a fast path to permanent residence for those looking to make Newfoundland and Labrador their new home. Immigration, Refugees and Citizenship Canada (IRCC) has committed to processing 80% of all express entry candidates within 6 months.
Eligibility requirements for Express Entry Skilled Workers:
- Applicants must be accepted into Immigration, Refugees, and Citizenship Canada’s (IRCC) Express Entry pool
- Applicants must have a high-skilled job or job offer from a NL employer based on the NOC classification system.
- Job offer for a minimum of 2 years with a potential of extension
- Contract positions are not eligible
- Applicant must have a Immigration, Refugees and Citizenship Canada (IRCC) work permit with at least 4 months remaining
- Score a minimum of 67 points out of 100 on the PNP point assessment grid
- Applicant’s intent to permanently reside in Newfoundland and Labrador
- Applicant must meet the financial requirements
- Applicants with pending refugee application are eligible provided applicant has legal Canadian work experience
- Applicant meets minimum English and French language requirement

Skilled Worker
The skilled worker category is for those who have the necessary skills that benefit Newfoundland and Labrador labour market.
The eligibility requirements for skilled workers:
- Job offer for a minimum of 2 years with a potential of extension
- Contract positions are not eligible
- Applicant must have qualification, training and the necessary skills for the required job
- Applicant age requirement is between 21 to 59 years old
- Applicant must have an Immigration, Refugees and Citizenship Canada (IRCC) work permit with at least 4 months remaining
- Applicant’s intent to permanently reside in Newfoundland and Labrador
- Applicant must meet the financial requirements
- Applicant must meet minimum English and French language requirement
- Applicants with pending refugee application are eligible provided applicant has legal Canadian work experience

International Entrepreneur
The International Entrepreneur category is intended for experienced business owners or senior business managers who have been operating their business for at least 1 year. To be eligible, the following requirements must be met:
Eligibility requirements:
- Applicant age requirement is between 21 to 59 years old
- Applicant must provide a business plan
- Applicant must have financial supporting documents
- Applicant must have minimum Canadian high school diploma or equivalent verified by Education Credential Assessment (ECA)
- Applicant’s intent to permanently reside in Newfoundland and Labrador and own and manage a local business
- Ability to create at least one time equivalent job within business
- Business must be a for-profit entity
- Have at least two years’ experience actively managing and owning a business within the last 5 years
- Minimum level 5 in the Canadian Language Benchmark in speaking, listening, reading and writing in English or French
- Complete an online Expression of Interest (EOI)
- Receive an Invitation to Apply from the Office of Immigration and Multiculturalism

International Graduate Entrepreneur
The International Graduate Entrepreneur category is for graduate students of Memorial University or College of the North Atlantic and who have started their own business for a minimum of 1 year.
The eligibility requirements:
- Applicant minimum age requirement is 21
- Applicant must provide a business plan
- Applicant must have financial supporting documents
- Applicant must have minimum of 2 full-time years and has completed a degree or diploma from Memorial University or College of the North Atlantic
- Applicant must have a valid post-secondary work permit
- Applicant’s intent to permanently reside in Newfoundland and Labrador and own and manage a local business.
- Applicant must have at least one year’s experience actively managing and owning a business
- Business must be a for-profit entity
- Minimum level 7 in the Canadian Language Benchmark in speaking, listening, reading and writing in English or French
- Complete an online Expression of Interest (EOI)
- Receive an Invitation to Apply from the Office of Immigration and Multiculturalism
International Graduate
For recent graduates with a Post-Graduate Work Permit and a job offer from Newfoundland and Labrador employer.

For International Graduates seeking full- time position in applicant’s field of study
- Position corresponds with applicant’s skills, experience/training.
- Applicant’s intent to permanently reside in Newfoundland and Labrador
- Applicant must meet the financial requirements
- Completed at least half of your studies in Canada
- Graduated from an eligible publicly funded Canadian college or university
- Completed a minimum of a two-year diploma or degree program, while studying on a full-time basis
- Completed one-year post-graduate degree programs and certificate programs within Canada or abroad
- Job offer for a minimum of 2 years with a potential of extension
- Applicant age requirement is between 21 to 59 years old
- Applicant must have Immigration, Refugees and Citizenship Canada (IRCC) work permit with at least 6 months remaining
- Applicant meets minimum English and French language with NOC C or D
- If you completed your studies at a recognized post-secondary institute outside of Newfoundland and Labrador, your job or job offer must be related to your field of study

Applicants hold a position that is unrelated to their field of study, but completed graduate studies of Memorial University or College of the North Atlantic require the following:
- Applicant must have a post-secondary degree or diploma
- Applicant must have NOC levels 0, A, B or C
- Application can be expected to lead to career advancement
- Is in a field in which the applicant has a recent (in the last 5 years) combination of skill, experience and/or training, according to the NOC description
- Is full-time and independent
- Responds to a perceived labour market need in Newfoundland and Labrador
